Re: Conversion from private to public
I have spent more time looking at Stark Road then I would care to think about. I have broker Stark Road broken into three parts:
1. Mower to Fernside
2. Fernside to Juniper
3. Juniper to the end
The beginning and end of Stark are too far gone, not to mention I have gotten no response from anyone from either of these sections. On the other hand, the middle (16-50) can be saved and does not have to be converted. In my humble opinion, of course.
To date we have invested the following monies into Stark Road
· Florence Randell 600 (27)
· Bill Randell 100
· Estus 200 (24)
· Davus 200 (30)
· Failoa 200 (35)
· Sawyer 200 (40)
· Murphy 200 (46)
That is a grand total $1,700 and I have money left over. Exact amount not sure until I settle up this week-end. What is next?
1. From now on I am only mailing out letters to the 18 people between 16 – 50 Stark Road.
2. If anyone, who has not sent me money, wants to send me $200, please do. We will invest right back into Stark between Fernside to Juniper this year.
3. Next spring, I will ask everyone between 16-50 Stark Road for $50 to patch any potholes that might come up.
4. Also I am going to get estimates from paving companies to put a top coat (one inch) on the 852.20 feet between Fernside and Juniper
5. Lastly petition the City of Worcester to leave 16-50 Stark Road private and avoid the betterment charges.
I have put together a spreadsheet of the 18 home-owners who have frontage on this section of Stark Road. If the City of Worcester were in fact to charge each of $150 per foot, that would come out to an additional 236,700 in taxes.

There are some people who have told me that if we convert to public street, it will improve the value of our houses. I completely disagree! Keep an eye on the Treasurer’s site, these betterment charges will start appearing soon for any potential buyer to see. Ask yourself this, if someone was looking at your house and they knew that there was going to be a special assessment/betterment of $10,000 in the future, you don’t think they will want to reduce this off the price?
